I feel a bit like the judge who when told that "Mr Gascoine was a well known football player" replied "Rugby or Association football?" but you know, what the hell does it mean? I've just been listening to Woman's Hour (of all things) as I drove back from Asda and one of the academics said "blah blah is all very well but it doesn't really speak to his ability to deliver economic recovery." This isn't the first time I've heard it but I think it was my ultimate boss who uses any old crap bit of management speak. She used to 'touch base' all the time and I think at the moment she likes to 'parcel this' whatever that means so I just ignored it. From the context I assume it means something like 'have any relevance to' or possibly even 'address'. So why not just say that if that's what you mean? Grrr! Is old and grumpy.
